This consultation paper launches the next stages of the post 2025 project

It provides detail on potential solutions under consideration, an initial assessment of how well the characteristics of some of these solutions address the problems identified with the current market design, and a proposed approach and criteria to evaluate the range of potential solutions identified within each workstream, as well as for assessing market design option(s) to be developed later this year.

It also outlines the proposed timing of the implementation of the changes, the proposed approach to classifying the broad range of consumer needs, and what may be alternative or complementary incentives or regulatory measures to consider supporting these needs.

How to have your say on the future of the national electricity market

The post 2025 project involves the Energy Security Board (ESB), Australian Energy Market Commission (AEMC)Australian Energy Regulator (AER) and Australian Energy Market Operator (AEMO) working together across multiple workstreams with diverse stakeholders.

The project is undertaking a rigorous analysis of the challenges faced by the market, facilitating deep debate so the best options can be explored and implemented and identifying potential solutions for development

Now is the opportunity to have your say by attending our briefings and making submissions.

Consultation has already been extensive, and this consultation paper narrows the scope of possible solutions in response to stakeholder feedback to date. Some options presented in the April 2020 directions paper have now been ruled out because of the feedback received and further analysis since then.

Consultation will continue into 2021.

Key issues for feedback

We invite you to comment on issues raised including:

  1. The potential solutions and how well the characteristics of these solutions address the problems identified with the current market design. Where alternative solutions, can be identified for discussion, these would be welcome.
  2. The proposed timing of the implementation of the changes to the market design and any alternative timing you may wish to propose.
  3. The proposed approach to classifying the broad range of consumer needs, and what may be alternative or complementary incentives or regulatory measures to consider supporting these needs.
  4. The proposed approach and criteria to evaluate the range of potential solutions identified within each workstream, as well as for assessing market design option(s) to be developed later this year.

There are also specific questions on which we are seeking feedback for each of the seven market design initiatives.

Submissions should include supporting analysis or discussion of the approach proposed, to illustrate how particular solutions, or characteristics of solutions, meet the changing needs of customers, participants, investors, system, or network operation.
